About the webinar series

Per- and polyfluoroalkyl substances (PFAS) are a group of compounds classified as emerging contaminants that are resistant to heat, oil, stains, grease, and water.  Due to these physical attributes, PFAS have historically been used in a wide variety of manufacturing processes and consumer products since the 1950s.  Due to the widespread use of PFAS, many manufacturers may purposefully, or unintentionally, be using products or materials in their processes that contain PFAS (e.g., recycled materials or raw/intermediate products or materials) or have properties impacted by PFAS from training with or use of aqueous film-forming firefighting foams (AFFF)

These compounds can during manufacturing and/or use migrate into soil, water, and air as environmental contaminants.  Scientific study and regulations regarding PFAS have been a major focus in recent years including in April 2024 when the United States Environmental Protection Agency (USEPA) finalized the National Primary Drinking Water Regulation (NPDWR) for six PFAS establishing enforceable maximum contaminant levels (MCLs) for these compounds.  The USEPA also finalized designation of two common PFAS (PFOA and PFOS) as hazardous substances under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Additionally, PFAS regulatory reporting requirements continue to evolve including recently finalized, or updated, rules for Toxic Release Inventory (TRI) and Toxic Substances Control Act (TSCA) Section 8(a)7.

About the event

Part 1 of this 3-part PFAS webinar series will provide an overview and status update to EPA’s most recent rulemaking and non-rulemaking actions relevant to PFAS management.  Over the past few months, EPA has promulgated several final rules on PFAS that impose real or potential impacts to many manufacturers in the Hoosier state.  We will summarize high-level requirements and/or rulemaking milestones for the following environmental laws: Comprehensive Environmental Response Compensation Liability Act (CERCLA); Clean Water Act (CWA); Emergency Planning Community Right-to-Know Act (EPCRA); Resource Conservation & Recovery Act (RCRA); Safe Drinking Water Act (SDWA); and Toxic Substances Control Act (TSCA).

 

This presentation will also provide a more in-depth review of the EPCRA final rule.  The primary focus is on EPA’s characterization of PFAS as “Chemicals of Special Concern” and changes to Supplier Notification requirements and their impacts on de minimis exemption, threshold determinations and a review of best readily available information.

Speaker

Bill Garrison is the Director of Strategic Solutions at Clean Waters, LLC – an Indianapolis based firm that specializes in management of PFAS wastestreams. He has 33 years of professional environmental experience and specializes in hazardous materials & waste management; multimedia compliance; and management system auditing. He has worked in the manufacturing, maritime and environmental services industries. Bill has spent the last three years with a focus on research and development and PFAS-specific solutions.

 

Bill is an Indiana University School of Public and Environmental Affairs graduate with a degree in Environmental Science & Public Policy.  He grew up in New Albany, IN and currently resides in Sellersburg. He is a member of the Kentucky Chapter of Hazardous Materials Managers (KCHMM) and served on its’ board the past three years.
